I know that you need a suitable video converter if you wanna convert videos to MP4.

In earlier versions of iTunes you can simply go to the file name in your computer (where ever you store you music files, usually in a music -> iTunes Music folder) and just change the extension of the file.
For example if I want to change the song file LovelyDay.mp3 to an mp4, I would click on the song name so that it is highlighted and press the right arrow key to bring the cursor to the end of the file name and then hit backspace once to delete the 3 and type a 4. Then press enter. Your computer may flash a warning pop up that encourages you not to change the file name. If you are worried about this, make a duplicate song file with the exact same name by right clicking (or on a mac holding down control and click) and go to duplicate. Then you will have one original song file and one to change to ensure you still have your song and your new ring tone :)
When you go back into iTunes you should see your new mp4 in your Ringtones tab.
You may want to change the length of the mp4 to under 40seconds.
Before you begin, first of all it is important that you have audio/video conversion software installed. Also make sure that your software is a mp3 to mp4 converter and not the other way round.
Once done, next decide the mp4 format your device will require for the file you're converting. Example, an iPod will see an mp4a file and will determine it to be a audio file. Also on another angle it will see mp4 to be both audio and video. mp4b are seen as books files, mp4v as video and mp4p as protected files.
Next, download and install the mp4 codec. The audio conversion program includes this but some free ones require it an added ones. You need proper codec for the conversion to happen.
Select the file that needs to be converted. Normally it is a simple process of right clicking and selecting the format. But in some cases may need additional steps also.
Using more sophisticated audio/video conversion software may require you to select the files by clicking on the mp3 files which you would want to convert, select your output format to mp4 and then select additional options to suit you.

I believe it can play mp4 format. I know it plays QT format (for Mac) so I don't see why it shouldn't play an mp4. Haven't tried, but I am going to do that now, just to make sure.
