You have to go to fallabor town and go in the cave. You must know the hms waterfall and surf (obviously). Then go to the place where the professor guy was with team aqua/magma (I can't remember). The go to the nearest source of water (Which is just going up). Go up the waterfall and climb the ladder (I think). The go to the other ladder. Then go to the farthest ladder reachable in the room and climb down. Ypu will find 2 people and stairs. Go up the stairs until you see some guy. Then go down a few puddles until it stops move left or right until you find a ladder. The go surf into the cave use surf again inside the cave to the very last piece of land. Keep searching for pokemon, and eventually you'll find bagon.
