Sadly, you can't get the Azure Flute in regular gameplay. You have to either go to a Nintendo event at Toys'R'Us or use an action replay.

∙ 9y agoIt is currently not possible to get the Azure Flute in Pokemon Pearl. The event that distributed the flute was never held. This means the Flute is unobtainable outside of cheating with a cheat device.
