Windows 7 (32 bit versions) have an emulation of DOS (cmd) that seems much more compatible than running DOS apps in Window XP. You can routinely run WordStar, PC Tools apps, many public domain utilities and various DOS accounting programs in Home, Professional and Ultimate versions of Windows 7. Remember though, they must be 32 bit versions.
Windows 7 Professional has an XP compatibility window you can setup. Theoretically, in that mode under the 64-bit version of Windows 7 you might be able to run various DOS apps.
No Dos is still used in many things today. Many programs are Windows Only due to them using Dos Files.

It can't be run in DOS mode because it relies on Windows-specific APIs. DOS mode is running the program in either DOS, or in a DOS box under Windows. Basically, it is saying that it can't run on DOS because it is not a DOS program.
Technically speaking, there is no MS-DOS 8. MS-DOS 6.22 was the last version of MS-DOS released as a separate product. Future updates to MS-DOS were bundled with Windows. If you are talking of DOS OS, no it is not possible as DOS is a single user, single tasking OS but if you are talking of Windows then yes you can open multiple DOS windows and do different work.. But please remember that this is the properties of Windows, not DOS..
