Yes, you can.
I use a lvl 100 kyogre with the attacks ice beam, thunder, surf, and body slam.
I usually use 2 hyper potions/full restores the entire way through.
and i used a pp max on thunder to raise it to its maximum pp and 3 pp ups on ice beam.
should be an easy battle all the way through.

∙ 12y agoyup use the cloyster youv'e got and find a star piece let your cloyster hold it use the walk through everything cheat then go to Cynthia she will start battling you then send out your cloyster that's holding a star peice then press run and you will run and progress (if this doesn't work try again later or it has to be mornin if you have evolved Pokemon like prinplup,monferno,grotle)

∙ 12y agoWho said you needed legendary Pokemon in the first place? It's simple. Just level up your Pokemon and teach them really good moves. Strategy, not raw power, is very effective against the Elite Four, so level 60 Pokemon in your party should be good to beat them down. In my opinion, there's nothing really special about legendary Pokemon. Sure, they come with some pretty kick-butt moves, but normal Pokemon can be just as good, if not better, if you have good strategy and move combinations. Good luck!

you can't you got to train your pokemon. I trained my torterra to lvl 82. Once your trained buy as many max potions and repeals as you can. Then you should bet the elite four.
