To answer your question. I have never heard of a prisoner being relocated, due to their family's location or their home state. The person is usually imprisoned in the state where the crime was commited. Contact your local congressman's office or contact the governor's office in Texas. They should be able to advise you of your options.

Do you have to be a resident of Texas to perform a wedding ceremony?

I am unaware of any requirement that you specifically be a resident of Texas to perform a wedding ceremony in Texas (and in any other state, it would be silly to require the officiant to be a resident of Texas). You must fall into one of several categories of people, but as far as I can tell there is no residency requirement.
