This question is based on an incorrect premise. White people can and are racist in the United States. Anyone who doesn't think so is simply ignoring the truth or lying to themselves.
Whites are far more guilty of racism than any other group in America. A few white-based hate groups are Aryans, skinheads, White Nationalists, Christian Identity, Neo-Nazis, Ku Klux Klan, and White Supremacists. They practice their hate and racism against Blacks and Jews, in particular, and other races and religions in general. These and other groups have been on the rise in the last decade.
Racism is immoral, unethical, and often illegal, no matter who is guilty of it. It promotes intolerance, lies, and violence. It is a degrading and dehumanizing practice for both the intended victim and the practitioner.
Racism, no matter who practices it, is unacceptable. It should be destroyed wherever it is found.

Racism can come about in many ways. Most people are rasist because that's how they grew up, around racist people. But then how did they get to be racist? Well they probally had 1 or many bad experiences with that race or culture and began to hate them for that reason.

Hopefully,Blackburns Paul Ince, I realy want him to fail, just for the fact that (by the way I am not racist, two of my closest friends and my brother in-law are black) he has been complaining for a few years about there being no black managers in the top flight. If there was only black managers and no white managers in the premiership and a white man said that, he would be accused of being racist, for some reason it is ok for black people to come out with this comment but not white people. I totaly agree, I cant even name another black manager, if they are good enough they WOULD be premiership managers. All Paul Ince wants is to try and be the next England manager.

Mississippi is not racist. Some of its people are. Perhaps more than usual, but that does not make Mississippi racist any more than, say, a city with 60% Hispanic people Hispanic. As far as "when will racist people stop being racist?", that may take a long time. Eventually they might come around to the truth, but there have always been, and always will be, people that think they are better than other people, sometimes only based on a distorted comparison such as skin color.
