If you know you iCloud email address and password then you can find it on iCloud website by signing in otherwise you can't find it.
You can use Icloud on a 4G ipod touch but, it has to be the latest IRS version.
Should be stored in iTunes on computer or in iCloud if it was backed up there
Not possible.
No. If you have an ipod, iphone or an apple product, you can just update the software and press that you want icloud, for free.
There should be a button on itunes that says restore. If you click that it will restore all the original setting on your iPod. It will delete all apps but the apps should be saved on itunes on your computer. It will not delete songs.
If you have iiOS 5, then you can go into your settings and erase all content and settings from there you can restore to an iCloud backup

no, you can not locate it
If one of your Apple devices goes missing, ICloud can help you figure out where you left it. Just sign in at iCloud Website to see your missing Mac, iPhone, iPad, or iPod touch on map.

iCloud storage is only for storing files from your iPhone, iPod, or iPad devices.
