Simply put, the organization drafts or signs you. Truthfully the only thing you can do is work hard and stay out of drugs, alcohol and keep good grades. If scouts find you (and if you're good enough they will) they will either keep you under their hat, or inform hte Major League scouting bureau about you. To be honest you have no control over who signs or drafts you or trades for you. The Braves, like all other MLB teams, hold periodic tryouts to try and find talent. You can attend these tryouts, watch your local paper, and , if you have what they are looking for they can sign you as an undrafted free agent. After that it is up to you and your skills.
