What they are doing is finding an unnamed star that's so dim and distant that nobody has bothered to name it with anything other than a catalogue number. They sell you a book listing "your" star, and copyright the book, which requires that they send a copy of the book to the Library of Congress.
But no one else will ever refer to "your" star by that name. You could write your own book naming all the stars in the sky, send a copy to the Library of Congress, and save your money. It would be just as legal. But it won't be acknowledged by the International Astronomical Union, and neither will theirs.
