It wouldn't help because you need all 6 pieces of the picture to open the lock.
When you have taken the underground tour and recovered the piece there (in the arch where the bulb is hanging), get the other 4 pieces from the Docks and Main Street and then take the job at the Museum. The final piece is in the Supply Room (you get the key when you finish the forgery training).
Locations of the Dragon Face pieces:
The City Docks : top of the boat mast
The City Docks : in the sand to the far right
The Museum : on top of the museum
The Inn : above the street artist, near the roof
The Underground : in the arch where the bulb is hanging
The Museum : in the Supply Room (must take Tour, get job)
