To determine if a coin is MS60 it must be seen. I suggest you take it to a coin shop and have it appraised.
"MS" means "mint state". Mint state means the coin is the same as it was when the mint struck it. It has no wear at all. Mint state is also called "uncirculated". The numbers following the "MS" indicate the surface condition of the coin. The higher the number the fewer nicks, scratches and other imperfections are found on the coin. These numbers for the uncirculated coins range from MS60 to MS70 with an MS70 coin considered to be in absolute perfect condition.
By far it is the penny.
Uncirculated, or Mint State, coins are graded from MS60 (typical uncirculated) to MS70 (perfect). A MS66 coin may have noticeable, but very minor defects, be well-struck, have above average luster and eye appeal.
Cents struck at the Philadelphia mint don't have a mint mark.

All coins are graded on a scale of 1 to 70, 1 being the worst condition and 70 being the highest. So the mint state for a Peace dollar is considered and where from MS60 to MS70. MS is the abbreviation of mint state.
