Daul Maul was given his tattoos during his training as a Sith Lord by his master. This painful experience was part of the training meant to turn him into a tool of the Dark Side. He is a Zabrack from Iridonia, a species that had various colors of skin, Darth Maul initially had red skin, only the black part is tattooed. The horns are a characteristic of the species.
