"Arab-Israeli Tensions" could not exist until Israel existed, so Israel's Declaration of Independence was a critical part of the development of Arab-Israeli tensions. If Israel had not declared independence, it would not exist. If one party is absent from a conflict; there is no conflict. What is critical is that Israel's Declaration of Independence repudiated the Arab argument that Jews should not have the right to rule any lands in the Middle East and, therefore, instigated war from the Arabs.

However, the Jews of Mandatory Palestine and the Arabs of Mandatory Palestine were already fighting each other as early as 1920. The development of the Arab-Israeli Conflict in 1948 is simply a renaming of the older conflict.

Israel's Declaration of Independence has only lead to ongoing Arab-Israeli tensions in the sense that if Israel had not declared independence, it would not exist. If one party is absent from a conflict; there is no conflict.

However, the Jews of Mandatory Palestine and the Arabs of Mandatory Palestine were already fighting each other as early as 1920. The development of the Arab-Israeli Conflict in 1948 is simply a renaming of the older conflict.
