Memorial Day was originally called Decoration Day when it was first observed on May 30, 1868. It was a day to honor all military personnel that were killed during the US Civil War. It was called that because the graves of both Union and Confederate soldiers at Arlington National Cemetery were decorated with flowers.

After World War I the holiday was expanded to honor the memory of all military personnel who had perished during all wars or military actions in which the United States had been involved. This is when it generally became known as Memorial Day. But it was not until President Lyndon Baines Johnson signed the legislation in May 1967 that Decoration Day was officially renamed to Memorial Day.
