The Town of Greenburgh, New York is organized as a Town under New York State Town Law. It is not a City.
This is usually something that is not a state law, but a local (city, town) law and in certain areas that are not in a city or town but are in a county, then under a county ordinance. You have to check in your area.
Why was located at a "Y" highway intersection and the people wanted to name their town "Y" but Arizona law required three letters in the name of any town or city. They chose to name their town Why instead. Shortly after that the "Y" intersection was changed to a "T" intersection, but they kept the name of Why.

There are a lot of names for local government. The common names include province, state, region, department, prefecture, district, city, town, village, and local service district.
Ordinance laws are normally what is seen in towns or cities as opposed to a state or federal law. Individual towns in the US may have the town council pass a law restricting parking on city streets without a residence sticker on the rear window of a vehicle. This law is a local ordinance that applies only to a specific town.

To my knowledge, the maximum number of cats and dogs a person can have is usually a matter of local law, not state or federal law. In other words, it depends on what city or town you are in.
