Because of the Comstock silver the Territory of Nevada was created in 1861. In 1863 at a convention in Carson City a state constitution was drafted. Although most of the population favored statehood the constitution was rejected by voters in 1864. Congress and President Lincoln needing additional support for the Thirteenth Amendment wanted Nevada to be admitted to the Union. In March 1864 a second constitution was ratified, in October 1864 Nevada became the 36th state admitted to the Union.
