And there are many different versions in Arthurian literature. But it is probably unlikely that Uther needed to convince anyone. In the literature he is described as a king's son, so when his father dies, and then his older brother dies, Uther would by right take the throne. So when we meet the Duke of Cornwall and his wife, Igraine, Uther is already king. I need to go back and re-read this portion of the Vulgate Cycle to see if this particular episode is detailed.
