Woodrow Wilson wanted all the parties involved in WW I to make concessions in his famous "Fourteen Points"-proposal. Germany was specifically asked to evacuate all territories it had occupied in Russia, Belgium and France and to return Alsace-Lorraine to France, which it had annexed after the Franco-Prussian war of 1870. Wilson however quickly discovered that the other Allies had no intention of making a single concession themselves and were only interested in settling old scores to their advantage and make Germany pay for the cost of the war.
Wilson proposed to have world peace in his 14-point speech he presented to Congress. Another name for the speech was the Woodrow Wilson Doctrine. This ran contrary to the isolationist movement that prevailed in most of the US.
He wanted the war to end without a winner. He wanted "peace without victory".
