It was a challenge to govern the Zhou Dynasty because of the vast area of land. Different regions were to be governed by different members of the royal family and other nobles. This system is called feudalism and the royals and nobles are granted the use of the land that legally still belongs to the king. The nobles owe loyalty and military service to the king in return. Sometimes the lords and the nobles fought among themselves.

Feudalism was a good thing for China because, under the lords, the towns grew into cities and expanded. As the cities grew, the Zhou built roads and canals to supply them. This encouraged trade and agriculture. The Zhou began to use coined money and this improved trade. Civil servants and government administrative workers were needed to run the operations of the cities. The Zhou began to use iron to create weapons for fighting. They also used iron to produce tools for farming. They could grow more food and support the new, thriving cities.

Feudalism was responsible for growth in the cities, as well as improvements in technology and trade.
