According to The Bible, he does it because he wanted to wipe the slate clean and start over, which to me means he screwed up the first time, so god is obviously not perfect. Besides, there is no evidence that a great flood ever covered the entire planet.

The ancients did not realise that before it rains, the water has to evaporate from the ocean, and so assumed that rain came from water already up in the heavens (See for example Genesis 1:6, where the firmament separates the waters above from the waters below). All it needed to do was rain long enough and there would be a flood across the whole world. Just to help the flood along, the 'fountains of the deep' were opened (Genesis 7:11). The ancients never stopped to wonder where the waters of a worldwide flood, kilometres deep, would go so that they could enjoy dry land again.

There are two biblical stories of Noah's Flood in the Book of Genesis, woven together so that they seem like a single, rather repetive story. One story is credited to the anonymous author now known as the Yawhist, and the other is credited to the Priestly source. Each author gives a slightly different reason for the Flood.

The Yahwist says, "And God saw that the wickedness of man was great in the earth, and that every imagination of the thoughts of his heart was only evil continually. And it repented the LORD that he had made man on the earth, and it grieved him at his heart." The Priestly source says, "The earth also was corrupt before God, and the earth was filled with violence. And God looked upon the earth, and, behold, it was corrupt; for all flesh had corrupted his way upon the earth. And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth."

Scientists say there never was a great Flood that covered the whole world, as described in the Bible. However recent research has uncovered a great flood that would explain the story in the Bible.

During the late Ice Age period, much of the Near East was near-desert and could no longer support its former population. It appears likely that the people of this region migrated north to a low-lying, fertile and well-watered plain where the Black Sea now is. As the ice melted, the sea levels rose, according to the prevailing consensus of researchers by no less than 120 to 130 metres (around 400 feet) between 14,000 and 5000 BCE. Sometime before 5000 BCE, the Bering Strait was formed by the rising seas, and the westernmost part of the European mainland broke away to form the British Isles. Most importantly here, the Mediterranean Sea rose over the top of the land bridge that existed where the Bosporus now is, and carved a deep channel through to the low-lying interior. Extensive evidence of this event has been found by archaeologists.

Ten cubic miles of water per day poured through the Bosporus when it was breached. The speed of the inflow would have been some 80 kilometres per hour, the rise in the level of the Black Sea would have been of the order of 15 centimetres (6 inches) per day. To add to the sense of panic, it is estimated that the roar of the water rushing through the Bosporus could be heard at a distance of 480 kilometres. It would have seemed as if the gods had decided to destroy mankind.

The one great flood that closely matches the Near Eastern myths in time and scope occurred because the rising sea levels at the end of the last mini-ice-age breached the Bosporus and inundated what is now the Black Sea, drowning many and creating a sense of panic. Those who escaped put their good fortune down to the gods.
