Voldemort is only indirectly responsible for Dumbledore's death. He had put a Horcrux in the Marvelo ring and it had a curse on it. The curse was slowed by Snape's potion, but not stopped. It was going to kill Dumbledore within the year. Snape later killed Dumbledore as the two had agreed.

He pointed his wand at Dumbledore's and said Expelliarmus, causing the wand to fly out of his hand. He unknowingly became the master of the most powerful wand, the Elder Wand (without actually touching it!). Dumbledore could not stop Draco because right in that moment he petrified Harry.
