I don't know for sure, but in Genesis, when God first created the world, animals and humankind, the devil was an evil serpent who lured Adam and Eve (the first people who walked the planet), in the Garden of Eden, to eat from the tree that God forbade them to eat the fruit from. So, of course, they were punished, and the satanic serpent is now the devil, who is completely against God and is the worst part of the spiritual world.
