For the most part, each president in the US Civil War had to build an army and its commanders from scratch. Yes the Union did have a standing army of about 16,000 soldiers in 1861. The South had zero, however, both Lincoln and Davis faced the same problems. For the most part, each president proceeded with generalship appointments in the same manner. Each president would divide appointments between political and military standards. Lincoln had the additional difficult task of appointing Democrats in the generalship choices. Political appointments were necessary to satisfy those politicians who believed they had a right to lead men even if their military experience was weak to say the least.

As respective presidents of the United States and the Confederate States of America, Abraham Lincoln and Jefferson Davis were diametrically opposed on the issues of states' rights in respect to secession. What this fundamentally meant was that Lincoln was unalterably opposed to, while Davis was fully in favor of, this right.
