the same way most villians are created they have some sort of accident or they test an experiment on them selves and it goes HORRIBLY wrong then the next thing you know they got a grudge against humanity they give them selves a name they try to steal something they get caught by batman and robin they get sent to arkham asylum then they got a grudge on batman they trick the doctors into making them think there sane then they leave or they sneak out. then they attack batman or capture robin then batman stops them and before you know it you got a new villian so that's probably how they created SCARECROW
but it also depends on who you talk to. there so many versions out there it's hard to tell which one the original story is
