In that way, I suppose, the patricians had to allow for equality, for plebeians were to be considered citizens under this reform, and it was Roman law. The Roman Emperor Caracalla passed this reform in A.D. 212. As I said, all free-born males in every square inch of theentire Roman empire would be considered citizens. It was a revelation in Roman history, and a very bold act for an emperor. Even tough the true purpose to Caracalla was just to get more taxes in (because citizens had to pay taxes), it still was very significant and changed history forever. It made a huge impact.
