After the Battle of Antietam, Lincoln released the Emancipation Proclamation.

By so doing, to the purpose of " War to Preserve the Union" was added that of

"War Against the Slavery", which became predominant.

President Lincoln was sincere about using the Emancipation Proclamation as a war measure. If this was not so, he would have demonstrated his "new war purpose" by explaining how border state slaves would gradually be freed, over a proper amount of time.The war measure concept is enforced in that Lincoln was not preparing a Constitutional amendment concerning slavery.
