it works with a circuit.these tiny microscopic molecules travel through the wire. the filament, a very thin metal lets the molecules travel through, but at a much slower pace. this then causes it to burn and light the bulb up.

Compact fluorescent lights have electronic circuitry within them to mimic the action of the large choke and starter 'gear' found in conventional strip lights. The AC mains voltage is first rectified to produce a high voltage direct current and is smoothed with a large capacitor. This voltage is then applied to a high frequency 2 transistor square wave oscillator with a ferrite transformer as the primary load. The secondary winding steps up the voltage to about 600volts AC. This is sufficient to create UV plasma through the tube and current is limited by the transformer. The UV plasma excites the powdered phosphors coated on the inside of the tube and they absorb the UV and re-emit at a lower frequency white light. They take about 2 minutes to reach full brilliance and the light is not as yellow as incandescent bulbs but they only use about 20% of the current

Where is 130 volt electrical power used?

You're looking at 130v light bulbs? Well...the answer is "nowhere." A 130v light bulb has a heavier-duty filament in it than a 120v bulb does, so the bulb will last longer. Put it in a regular socket and it will work fine.
