are they collector items? if so you can sell them to a collector shop if not i suggest you just use them, put 6 stamps on a letter and that comes close enough to the cost of a stamp now-a-days.

If a stamp has been postmarked is it still a collector item?

Possibly--some used stamps are very rare and very valuable. Some collectors prefer used stamps, especially ones that are still on their envelopes with all the postal markings. Most stamps are worth more unused, but there are a lots of exceptions-- in some cases governments sold unused stamps to collectors in large quantities, but very few were actually used , or even available for postage.

How much is an eight cent black Eisenhowe stamp worth?

I presume you mean the large black, red and blue 6 cent stamp issued in 1969 to honor Eisenhower's death. In used condition, one dealer that I know will buy this stamp at $ 0.50 per hundred if you pay postage and have a total of $50 worth of stamps to sell. Unused it is worth 6 cents as postage - a dealer would not likely want to buy just one. If you want to buy one from a dealer, the price would be from 10-20 cents used or unused, but most dealers have a minimum order amount and a postage/handling fee.
