First, you need to become a Priest, serve some parish time and become well known amongst your peers. Becoming a Bishop is not something that people apply for - usually one is selected by the out-going Bishop, but there could be other circumstances where that may not be possible or appropriate.

I think to be a bishop you need to altar serve the you became priest then after you do like 4 or 5 years then you can became a bishop.

The nuncio will investigate, add any personal recommendations, and forward it to Rome. The Holy Father will consider the candidates. He may choose one of them, or someone else that he had decided on, he is not limited in any way. When he makes his choice, he checks with the priest to see if he will accept episcopal consecration. If he accepts, then the Vatican announces the new candidate, and an ordination date is set up. A bishop usually is consecrated by three bishops.

By being an influential high ranking catholic leader who is elected by the congress of cardinals when the current pope dies. Technically any catholic male can be elected but obviously that doesn't happen in such a close doored hierarchical holier than thou government. Though concedingly likely for good reason.

There are several ceremonies that acompany the ordination of a bishop, but the most important is when the consecrating bishop lays his hands on the new bishop's head and prays to the Holy Spirit. If the ceremony is interrupted before this happens, the candidate is not a bishop; if it's interrupted after, he is.

The person performing the rite must be a valid bishop. Catholics, Orthodox, Anglicans, Coptics, and some Lutherans believe that this ritual of laying on hand has continued in an unbroken line from the Apostles. Without this "Apostolic Succession" there is no valid bishop.
