I haven't played soul silver yet but I believe that Pichu needs a certain amount of happiness to evolve. I'm not certain how much happiness but it will evolve into Pikachu when it's happy. Then, if you want to evolve it into a Raichu, you will need a Thunderstone.
Sorry, but I don't know where to get Thunderstones since I haven't played it yet. Maybe someone else could tell you that.
