That's a good question. I don't think that it is always possible, because some people are going to make unethical choices, and we can't always control that. However, educating people about ethics, and especially helping people to see that ethical action leads to the best community outcomes can help. Not always, as I said, because some people will choose a positive individual outcome at the cost of the community... even a severe cost. However, it is the best way, to educate and persuade people to think about the community as a whole and on long-term good rather than temporary gain.
