It can, but most is used (as amino acids) in structural maintenance.

Only if eaten in excess of need is it converted to fat and then to energy.

In starvation, some is converted to sugar for energy for the brain.

The body uses protein for energy as a last resort. That means all the carbohydrates have been broken down for energy, all the fat has been broken down and then the body turns to protein. As long as you have fat and carbohydates in your diet, you will continue using these for energy first.

Because your body only uses proteins as an energy source when other forms of energy are used up (carbohydrates, lipids, fats, etc.). It is a last resort kind of thing and isn't normal. Basically, the organisms is on the road to dying if it continues.
