You need a qualifying BS/BA in human services and at least a year of experience working directly with individuals with mental retardation diagnosis. Once you have that you submitt transcripts and a resume to the state to be put on the listing as "Q eligible" afterwhich you need to go through the 40 hour QMRP training course.
