Let's get the terminology correct. A 'phase voltage' is measured across a phase, whereas a line voltage is measured between two lines. So there is no such thing as a 'phase to phase' voltage -it's a line to line voltage (hence the term 'line voltage').

Volts divided by 1.73. The three phase system has to be a three phase four wire wye (star) system. The three phase voltage of 440 that is supplied in the question will not give you 220 volts single phase. 440/1.73 = 254 volts. To obtain 220 volts single phase, a three phase four wire system voltage of 220 x 1.73 = 380 is needed.
