There is no such thing as the legendary "dogs." Suicune, Raikou, and Entei are a cheetah, tiger, and lion. Cheetahs, tigers, and lions are cats, not dogs.

There is no three legendary dog on Pokemon sapphire unless you use GameShark and type its code or just trade it to crystal version silver or gold.

basically without the master ball, weaken them, put them to sleep or paralyse them and just keep lobbing ultra and great balls, also save before each one or your screwed, dont use the master ball save that for mewtwo.

You can also do the Rare Candy trick to get infinite Master Balls.

After a lengthy discussion he will hand you the Clear Feather which you must take to Xatu. Go back and scale the Great Canyon and after meeting with Xatu this dungeon is now open for exploration. You will need Surf HM or a Pokemon who knows surf to enter this dungeon, you are also forced to save your game before entering. Suprise, suprise, 30 levels with the final dog Suicune awaiting you at the bottom. If you manage to force Suicune to submit, he will grant your feather a 3rd color turning it into the "Sunset Feather" grating you access to the Mirage Pokemon at last.
