Remove the snap in place trim that goes all the way across the dash (steering column to glove box. Remove left side with light switch assembly. Remove trim arround instrument panel. Then remove instrument panel while taking care in disconnecting wiring and transmission indicator. Replace quarter turn bulbs that are blackened. Reverse procedure to reinstall.

Mine has the child safety latch that allows to change the back door to be opened from the inside. Its in the edge of the door that runs against the body when closed. Im not sure if they all are like that but the ones not used as patrol cars should be like that. Also mine is a 99 don't know if that makes a difference. If you have an interceptor the bars inside the door lock mechanism are non existent. You will have to go to the dealer or a junk yard for the parts to allow the door to be opened from the inside.
