Its a bad idea to put a frozen ribeye roast straight in the oven -- you'll end up with a really cooked outside and a raw interior. You need to defrost the meat and bring it close to room temperature to get the best results. Remove the roast from the freezer and defrost it IN THE REFRIGERATOR for at least 24 hours before you start cooking (you may need longer depending on how big the roast is). Once the roast is fully defrosted, remove it from the refrigerator and let it sit out on the counter for at least an hour at room temperature before cooking.
This process allows the interior temperature of the outside and inside of the meat to get a lot closer to one another, and your meat will cook more evenly.
A prime rib can be frozen, but it should be thouroughly thawed before cooking.
For practical purposes, you may treat it like any other roast.

I like it with a rare steak, also good with roast beef or like a ribeye roll. I like it with a rare steak, also good with roast beef or like a ribeye roll.
Absolutely. Add water, cover, and it'll be ready in about 4 hours if you cook it on "high".
steak is a very precise meat to cook to someones taste. with it being frozen that would make it even harder as by the time the core of the ribeye is how you like your steak the outside will be overdone. you would be best putting it into the fridge the day before use
