Like you just said - you create them.

Some words are made up completely, whereas others have 'roots' which are inspired by older/other languages.

Anyone can make up a word if they want to - which is how new words come to be - but it's up to you and others who know the definition of your word if you want to spread it and try to make it a new common word.
