There's a few ways you could go about this. The simplest way is to delete the usbstor.inf and usbstor.sys files. These are the drivers that support USB storage devices. You will need to make sure you delete both the main file and any backup copy the system might have in its driver cache. You should be able to do this easily from Safe Mode.
The "right" way is to change the file permissions on the usbstor.sys and usbstor.inf files o that the SYSTEM account is not allowed to read them. This has the same effect as deleting the files, except that it can be more easily undone.
