There is no procedure without disabling the entire airbag system because there is no legitimate reason to do so.

If there is no key to turn the airbag off, then you cannot legally do this. You can apply for a waver to allow for the disabling of the airbag. My question is, Why are you wanting to disable the airbag. Airbags save lives. Put the children in the rear. If this is a later model vehicle then there is a sensor in the seat that automatically shuts the air bag off when it senses something or someone in the seat. If the person o object isn't heavy enough, the sensor shuts the airbag off and there should be an indicator light somewhere on the dash that informs you the airbag is off. Both my 2004 Liberty and 2007 Pacifica do this. I don't recommend placing children in the front but if you do, and your vehicle is equipped with this feature, the airbag should shut off.
There should be a slot on the dash marked passenger airbag. You will have to use the ignition key to turn it on.

Your question is not understood. Why on earth would you want to disable a safety device? And, why would Ford put a disabling switch on the dashboard. What do you REALLY want to accomplish here? And why? If you want to remove the passenger seat, and fix the safety restraint system properly, you will have to buy a new sensor. These are not cheap, but you can buy one that works only the driver's seat. If you are not removing the passenger's seat, I cannot imagine why you are asking this question. Disabling the passenger airbag, could be needed if a carseat is placed in the passenger seat, there are alot of cargo vans, with only the 2 front seats. Everyone says that unplugging the harness under the seat will disable the passenger airbag, but this is not correct. It will disable both air bags. This is the inertia switch that controls both airbags. The only proper way, which would be illegal, immoral, and not covered under warranty would be to find the seat pressure sensor that detects how much weight is in the seat, and overide it's signal to put a "no weight" signal out. The airbag on the passenger side, will only activate if there is "weight" in the seat. this saves the costly $$$$ repair if in a crash and the airbag deploys to an empty seat. However, there have been instances where, small objects have been able to trigger the sensor in the seat. (laptops, purses, boxes, etc). So save face and find another vehicle if you need to put a carseat or small child in the passenger seat of a 2 seat newer van. Thanks Ford! Way to miss that one.
Why would you want to do such an utterly stupid thing. Air bags save lives. In answer to your question, It is illegal to disable the SRS on any vehicle. It is never legal to disable the driver's air bag. The passenger side air bag on a pickup can be put on an on/off switch with written permission from NHTSA.

There is a problem with the SRS. This should still be under warranty. Take it back to your GM dealer for repair.
That light either indicates that the airbag is on/off. The passenger seat has a smart sensor within it which senses the weight and position of what/who is in the seat. Coupled with/without seat belt usage it will turn on/off depending on exact situation in that seat as to function or not based on it's calculated determination.
