Regular contributors cannot disable a block on a user. Only Supervisors can disable a block on a user.
Go to 'Control Panel' - 'User Accounts' and disable it from there.
Block mode allows multiple data transfer each time software requests data. You can disable block mode in CMOS.
You can add a password to that user.
Use CMOS setup.
Each parental block software uses different settings, but if one is enabled, you will need to enter the correct password to disable its features.
You have to disable "Use simple file sharing".
You can't block a caller ID since this is a displaying device that enables the user to see the number/information of an incoming call. But, you may still be able to disable/deactivate your caller ID by contacting Optimum's customer service/support.

If you want to unfollow that user click on the followers link and find that user on that page. When you find that user unfollow him/her or if you want to block that user I think you have to click on that users name and there might be a block link.

You don't - the network can disable it by blocking it through their computer database. Only the network can remove the block on an IMEI.
Based on the actions of the user, Supervisors decide whether or not to block by looking at past and current contributions, and Supervisors also receive advise from the other Supervisors and their Mentors. If the Supervisor sees many reasons to block the user, the user is then blocked.
