Open the door from the outside and look on the door near the latch mechanism. You will see what looks like a little stick poking out from a square hole. just click it one way and the child lock is activated, the other way disengages it.
you might have the child safety locks activated

It's possible, but more likely the starter is faulty or wired wrong.
Have you tried unlocking the doors from the driver side door master switch(if you have power locks)with the car off and in park? you SHOULD then be able to open the doors from the inside then be able to turn the child lock off if you want. Each manufacturer is unique, if this doesnt work call your local ford dealer and ask, they should be able to tell you.
