You can call any airport and get the number of the passport company that you will need to talk to. Then they can direct you to the right person to talk to. You will probably want to inlcude why you may think that there are any restrictions. I would advise having all information ready when you talk to them such as your Drivers Liscense, your passport, social secrurity information etc.

Check with the Irish embassy before you leave. You may get to Ireland only to be denied entry. Ireland has restrictions on felonies committed in ANY country. your passport WILL be checked against a criminal database.
