Every computer has a local admin, you just need to set it up. Right click on your start button and hit "Computer Management" from there go to "Users and Groups" then right click "Administrator" and hit "Set password". You can then log out and log in as admin there.
If that does not work here is the second way. Login to an account you wish to give admin powers to. Go to your control panel and select on "Users". You can then click "Change user permissions" from here you can select if you want your account to be a "Standard User" or "Administrator".
It's possible to do in many different ways. The easiest one to use "Account Setting" from "Control panel". Start->Control Panle->User Acounts->Your User Name->Change me account type I tried that it won't let me change because I'm not administrator it says I'm just a guest so I can't change anything Please help
