It's almost impossible to drive from Maryland to Atlantic City without paying a toll. The Delaware Memorial Bridge on I-295 is toll-free eastbound, so you can take I-295 to US-40 to Atlantic City, instead of paying the toll on the Atlantic City Expressway. US-40 is not a freeway, so you will slow down and stop in every little town along the way. Also, to get back, you would have to go north of Philadelphia to cross the Delaware River without paying a toll.
