You can't just go there. The only way to meet the curator is to get her package at the Museum Fantastique, which happens after you chase the shady guy on the scooters.
Get the time card from the guard at the Clown Store, and go back to the museum, and get the photo off the videos in the Security Room. Show it to the mimes Downtown and chase the shady guy from the All That Jazz cafe to the docks. Then you can get the package at the museum and meet the curator on Early Poptropica.
