Some PC's require you to enter BIOS(default F2/DEL) at boot to put boot priority or enable the boot option button(default F12).
Keep in mind your PC must meet the required hardware for Windows 7 to install it. If this question is referring to the Dell OpiPlex you might have to do some prework to get it going with decent performance.
