3.03 and 3.40 can be downgraded, but you require a UMD Game. GTA:LBS Unpatched for 3.03. And Lumines for 3.40. (for more information on 3.40 downgrading, have a look at this site: http://pspupdates.qj.net/
Downgrading 2.80 requires no games at all.

If you have a lower firmware than 2.80, just upgrade to 2.80 using Sony's official upgraders, then downgrade. If your firmware is in between 2.80 and 3.03, upgrade to 3.03, then downgrade. Same with 3.40.

Because developers find exploits and holes in the games and firmwares which lead to a downgrader being released. Sony patch up as many holes as they can in games and firmwares so they can prevent downgraders (homebrew games and applications they don't care about, it's just that downgrading leads to piracy of their games).

pretty sure you cannot use a downgrader (yet) but there is something called pandoras battery which will do it, but you need an extra battery and at least 256MB media card. hope this helps.
