Certainly the ingredients are non-toxic in small quantities, but with the home-made stuff, the ingredients are "natural" rather than chemically constructed. If one was to do a search using one of the internet search engines and "home made play dough" as an argument, one would get a goodly number of hits.
Other safe ingredients for children to use in modeling clays include beeswax, petroleum jelly, baby oil and lime (calcium carbonate).
